  1. 2.Public hospitals associated with large institutes or medical colleges should be encouraged to further strengthen their outreach services.

The Outcome

Overall development of public healthcare systems shall minimize the profit motive in medicine and can be expected to privilege application of preventive medical knowledge to reduce the overall cost of improving people’s health.
